Project Bentham Benefits Realisation Framework
HMNB Portsmouth provides a principal interface between the MoD’s governance, leadership and direction, the UK geographic support operating systems and the physical maritime warfighting assets (ships and people) of the Royal Navy Carrier Strike and Surface Flotilla.
Project Bentham has been established to manage the design, delivery, and transition into operational use of new build and updated infrastructure facilities to enable continued safe and secure operation over a 20-year development period.
The G&T team supported the infrastructure team in the development of the Project Management Office and delivering Project Management services. As part of this, G&T created a value framework in the form of a Balanced Scorecard, that reflected the intended outcomes and benefits of the investment programme, aligning all personnel across the naval base and the supply chain to the benefits being sought. Our team supported HMNB Portsmouth in defining the benefits and setting up a robust process that could seamlessly embed benefits from project inception through to project completion and programme performance reporting.
This visual tool was the first step of embedding a value-led approach and became the catalyst in developing a bespoke end-to-end Benefits Management Framework across Project Bentham and the mechanism to drive the commercialisation of benefits realisation.
