Facilities Management Services Strategy and Procurement

The project involved the development of an FM procurement strategy together with the procurement of new FM contracts for the European Bank for Reconstruction and Development's (EBRD) move to its new headquarters in Canary Wharf.

Working collaboratively with senior EBRD stakeholders to identify the most appropriate procurement strategy, taking into account the fit-out project, ongoing FM requirements and the critical path to occupation, the agreed strategy was to procure a single bundled Hard FM contract, a specialist catering contract and a specialist cleaning contract.

We engaged with a range of stakeholders including the M&E consultants, fit-out contractor, service contract managers, programme manager and sustainability consultant to ensure that the FM services were appropriately specified. We supported EBRD throughout the procurement process, preparing key aspects of tender documentation including specifications, performance model and KPIs and price book.

We continued to provide support during the tender period, including bidder presentations, evaluated tenders and prepared evaluation reports and also supported the preparation of the contracts for signature as well as playing a key role in managing the mobilisation of the contracts.
