New Hospital Programme
Delivery of the Health Infrastructure Plan (HIP), as published in September 2019, is a rolling programme of investment in health infrastructure across the country. It includes capital to build new hospitals, modernisation of primary care estate, build-up of public infrastructure in interconnected areas such as public health and social care, investment in new diagnostics and technology as well as work to eradicate critical safety issues in the NHS estate.
At the centre of the HIP is the New Hospital Programme (NHP). With initial funding of circa £3.7bn over the next four years, the NHP is the biggest hospital building programme in a generation. It will deliver up to 59 hospitals across England in less than a decade, maximising modern methods of construction (MMC) to achieve this. These schemes are being taken forward by a new joint Department for Health & Social Care/NHSE&I central team, working in collaboration with the Trusts and industry.
G&T is delivering the NHP's Supply Markets Management Function providing industry-leading market engagement services to create and secure the market capacity needed to deliver the complex programme of works.
We are a key member of a consortia led by KPMG, recently appointed as the New Hospital Programme's Interim Commercial Partner (ICP). G&T is involved in all workstreams but is leading specifically on commercial strategy, procurement and programme-wide estimating and cost planning, with the ICP providing expert commercial support to the NHP team for the next 12-18 months.
G&T is taking a leading role on four significant new hospital schemes in progress and supporting the Central Government NHP directly on commercial issues. These four new hospitals are Epsom & St Helier University Hospital NHS Trust's new Specialist Emergency Care Hospital, Princess Alexandra Hospital, Harlow, Moorfields Eye Hospital's project Oriel and we have been selected as preferred bidder to project manage the new St Mary's Hospital, Paddington. We are also providing expert specialist Mechanical, Electrical, Public Health and Digital engineering services (MEPD) support to Hoare Lea in their role as MEPD engineer on the new proposed Bury St Edmunds Hospital for West Suffolk NHS Foundation Trust, an NHP Phase 4 scheme. As well as this we have been appointed to provide Cost Management services for Buckinghamshire Healthcare NHS Trust as part of Archus' team for the redevelopment of Stoke Mandeville Hospital.
